March 12 (Bloomberg) — Republicans are claiming a parliamentary victory as they bid to thwart Democrats efforts to pass health-care overhaul legislation. Republicans say President Barack Obama has to sign a Senate health-care bill into law before the House and Senate can approve changes to it under reconciliation, yet another obstacle for Democrats opposed to provisions in the Senate bill.
