Why is a health care bill allowing government access to our bank accounts? Why are there way over 1000?

pages in the bill with ways and means for the government to control and limit the freedoms we take for granted? Is it fair?
Only serious knowledgeable answers please. I don’t know everything else in this bill. Do you? How do you feel about it, if you know what the whole health care bill gives the government control over?

Why would the health care bill need access to our bank accounts?

Look at page 59 of the health care bill. With all the other things that don’t sound too great now they will have access to our bank accounts. Besides I thought they were supposed to use tax money to pay for health care.
Many of you didn’t read my question correctly and just reacted. Shouldn’t taxes pay for the health care why do they need access to our bank accounts? Those of you who are abusive there was really no need. I’m just asking a question.

Murkowski Says Democrats’ Health Care Bill Doesn’t Solve Medicare Access Problem in Alaska


Sen. Murkowski said today that she has been contacted by an Anchorage family practice doctor who is opting out of treating Medicare patients, citing the Democrats health care bill under consideration in the Senate.
