Should the health care bill include 10 billion, just to fund UAW health care benefits ?

I read in the paper today, the house health care bill, included 10 billion, just to help fund UAW health care benefits.

No other corporations or workers were singled out to receive special benefits for health care in the Bill,

So why help fund the UAW benefits ?

NOTE: I do not care if you support health care reform or not, or think its a good idea or a bad idea.

My question is specifically, should just one group of workers, be singled out to receive additional federal help in the Bill.
