Is Clinton vindicated now that Obama tried to let Congress create a health care bill and they failed?

What I had heard for the last 15 years was that President Clinton’s mistake was trying to dictate to Congress what health care reform should look like instead of letting Congress decide for themselves, so a health care bill could pass.
Well now people are saying the opposite, that Obama should have been more aggressive in telling Congress what he wanted.
